CLARITY Act’s Final Senate Test: The latest legislative developments indicate that the CLARITY Act has entered a decisive phase in the Senate, with lawmakers aiming to advance the bill before Congress begins its August 7, 2026 recess. The legislation seeks to establish a comprehensive federal regulatory framework for digital assets by clarifying the respective jurisdictions of the SEC and CFTC. However, negotiations remain stalled over two key issues. The first is unresolved ethics provisions sought by Democratic senators, particularly restrictions on senior government officials’ involvement in the cryptocurrency industry. The second is continued opposition from parts of the banking sector regarding provisions affecting stablecoin issuers. These issues have slowed bipartisan momentum despite expectations that the bill will receive Senate floor consideration during the week of July 20.
